The VOC file extension was developed, and is used, by Creative Labs Hardware.
Creative Labs use the file for a number of their hardware devices, including their SoundBlaster audio cards. The file contains audio data (such as effects, instrument samples and vocals) that work in conjunction with the hardware. These files are compressed to keep the file size down.
